These proceedings represent the work of contributors to the 19th European Conference on Digital Government (ECDG 2019), hosted by Cyprus International University on 24 -25 October 2019. The Conference Chair is Asst. Prof. Dr. Tuğberk Kaya from Cyprus International University, Nicosia, Cyprus.

ECDG is a well-established event on the academic research calendar and now in its 19th year the key aim remains the opportunity for participants to share ideas and meet the people who hold them. The scope of papers will ensure an interesting two days. The subjects covered illustrate the wide range of topics that fall into this important and ever-growing area of research.

The opening keynote presentation is given by Mete Yildiz, from the Hacettepe University, Ankara, Turkey on the topic The Big Questions for Digital Government Research: A Public Administration Perspective. The second day of the conference will open with an address by the President of the E-Government Management Committee.

With an initial submission of 63 abstracts, after the double blind, peer review process there are 22 Academic research papers, 2 PhD research papers, 4 Non-academic papers and 2 work-in progress papers published in these Conference Proceedings. These papers represent research from Colombia, Czech Republic, Denmark, Finland, France, Germany, India, Israel, Kuwait, Lebanon, Luxembourg, North Cyprus, Poland, Portugal, Russia, South Africa, Sweden, Thailand, Turkey, UK and USA
